Born in Shenyang, China in 1940; received Bachelor’s degree in Civil Engineering from National Taiwan University in 1962, Master’s degree in Structural Engineering from Stanford University, USA in 1964, and Doctor of Philosophy in Biomedical Engineering from Northwestern University, USA in 1969. He has taught over 20 years in the United States and Canada, having served as Dean of School of Engineering at the University of Pittsburgh, Dean of School of Engineering of Hong Kong University of Science and Technology, Chairman of Department of Biomedical Engineering at the University of Southern California, and Professor of Biomedical Engineering and Physiology at McGill University in Canada. He was President and University Professor at City University of Hong Kong from 1996 to 2007; currently he is Yeh-Lu Xun Chair Professor at Peking University and Professor Emeritus of City University of Hong Kong.

Professor Chang is Foreign Member of Royal Academy of Engineering of the United Kingdom and a world–renowned expert in biomedical engineering. His academic publications include more than 100 research articles, two volumes of treatise on cutting-edge research in applied respiratory physiology. He holds one patent from the Canadian Government. He is a Senior Member of Biomedical Engineering Society of the USA and served as its President, 1989-90. He has been conferred the title of Honorary Professor by a number of prestigious universities such as Peking University and Tsinghua University,

Having served as Dean of Engineering both in the United States and Hong Kong SAR, Professor Chang has made significant contributions to engineering education. In 2007 he was the recipient of Award of Excellence in Engineering Education by the World Federation of Engineering Organizations.

Professor Chang is fluent in Chinese, English and French and has published six volumes of essays on cultures, civilizations and education in Chinese, and one volume in English. He served as Chairman of Culture and Heritage Commission of Hong Kong SAR from 2000 to 2003. He was named a Chevalier de la Legion d’Honneur of France in 2000 and awarded a Gold Bauhinia Star by the Government of the Hong Kong SAR .

Professor Chang is a permanent resident of Hong Kong SAR and serves as an Independent Director of four corporations listed in the Hong Kong Stock Exchange.
